There are a few ways you can allow another user to become the Host of a conference. You can either provide them the Host password or, once they are in the room, set them as the Host.
If you provide the user the Host password they can join from the portal site and include the password in the Join box.

Or once they are in the conference they can click the circle ‘N’ in the upper left and choose ‘Take Host or Presenter’ and enter in the Host password.

Once the user is in the conference you can also right click on them and choose ‘Make’ then choose ‘Host with all Privileges’
